The SeaPort-e contract combines the benefits of a truly paperless, electronic procurement system with contracting best practices. This indefinite delivery, indefinite quantity (IDIQ) multiple-award contract (MAC) allows the Virtual SYSCOM, as well as Commander, Naval Installations, and the US Marine Corps to acquire a wide range of engineering, technical, and programmatic services and solutions. SeaPort-e furthers the Navy’s objective to increase efficiency and allows for tailoring services according to the needs of geographically dispersed organizations with significantly diverse product area requirements and missions.

Features and Benefits
- Firm Fixed Price and Cost Reimbursable task orders are permitted
- There is NO FEE to authorized users
- Prime contract holders may add an unlimited number of small or large business partners to their teams
- There are currently more than 2,000 prime contractors, and there is a once-a-year rolling admission period to award new prime contracts
- Procurement is competitive – All prime contract holders have a fair opportunity to compete (FOTC). Task order solicitations may be set aside for small businesses, and individual task orders may include subcontracting goals
- The contract covers 22 functional areas and 7 geographic zones. The zone system preserves the local vendor base—companies must have an established presence in a zone to bid
